City Council Meeting 2025 Design - new time

The agenda and council packet for Rawlins’ City Council’s Tuesday, January 20, 2026 Regular Council Meeting beginning at 6:00 p.m. are available on BoardDocs at https://go.boarddocs.com/wy/rawlins/Board.nsf/goto?open&id=DP7RMS6E8589 Meetings are held in the Council Chamber, City Hall, 521 W. Cedar Street. The public is encouraged to attend or watch the meetings remotely. Council work sessions and meetings are broadcast live and recorded on YouTube at www.rawlinswy.gov/youtube.

Council items include:

  • First Reading of Ordinances to Approve Utility Franchises for Two Companies: Visionary Communications and All West/Wyoming Inc. 
  • Resolution for Submission of a Grant for Attainable Workforce Apartments at the Feguson Building on behalf of the Downtown Development Authority 
  • Amendment of Rawlins Downtown Development Authority Bylaws 
  • Appointments to Board of Adjustments, Downtown Development Authority, Planning & Zoning, Police Civil Service, Rawlins-Carbon County Airport, Rochelle Ranch Golf Course Advisory, Shooting Ranges Advisory, and Urban Systems Boards 
  • Approval of Contract with Cheyenne Housing Authority to Administer Section 8 Housing Program 
  • Presentation of January Community Builder Award 
  • Approve Agenda, Minutes, Payroll, and Accounts Payable 
  • Reports from Carbon County Economic Development, Rochelle Ranch Golf Course Advisory Board, Shooting Range Advisory Board, Interim City Manager and Staff, City Attorney, and City Council 
  • Executive Session - per WY Statute 16-4-405(a)(ii, iii, & ix). This may include action after the executive session.

City Council will be holding a Special Joint Work Session with the Town of Sinclair on Wednesday, January 21st at 5:00pm at Sinclair Town Hall, 300 Lincoln Ave, Sinclair, WY regarding water. 

Regular City Council meetings include opportunities for citizens to communicate with the council. Citizen’s Participation is reserved for items not on the agenda. During agenda items, public comments may be accepted during council discussion. To address the Council, please raise your hand and come to the podium once recognized by the mayor.

Rawlins Regular City Council Meeting times were updated in September 2025. They are now held every first and third Tuesday of each month at 6:00pm. Work sessions are occasionally held afterwards.
