The agenda and council packet for Rawlins’ City Council Special Meeting and Work Session on Thursday, April 14, 2022 beginning at 5:30pm are available on BoardDocs at http://rawlinswy.org/boarddocs. The public is encouraged to attend, send in comments beforehand, and/or watch the meeting remotely. Council work sessions and meetings are aired live on Channel 191 (Spectrum), on Facebook live (barring tech problems), and posted to YouTube afterward. Council meetings are held in Council Chamber, City Hall, 521 W. Cedar Street.

FY23 Budget Overview & Summary
- General Fund – Why we need to decrease expenditures. Current status, amount needed to decrease, and collaborative discussion on approaches to decrease expenditures.
- Enterprise Funds - Current status of each fund, rate increase proposals to balance water and recycle, future rate increase discussion in water.
- Capital Expenditures - What's needed in the next few months before getting FY21 audit, prepped by dept heads. Carryforward from FY22 are okay to spend.
- Impact Assistance - What hasn't been spent that can help with current capital needs (must also be unmitigated impacts).
- Miscellaneous Items - Non-profit/ancillary funding, free dump days, COLA, salary study, others?

We currently allow written comments to be provided beforehand, which will then be read into the record, which started as a response to COVID-19. If you cannot attend the City Council meeting and would like to comment, they must be emailed to crelations@rawlins-wyoming.com AND lshearer@rawlins-wyoming.com by Monday before the meeting at 4:00 pm. Please keep in mind these are formal communications to the governing body and will be read into the record.

Rawlins City Council meetings are held every first and third Tuesday of each month at 7:30p. Work sessions are often held beforehand, typically at 6:00 pm.
