The City of Rawlins is proud to announce the selection of our City’s new Public Works Director, Mark Carney.

City Manager Shawn Metcalf said “I originally hired Mark as the City’s Water/Wastewater Superintendent and after meeting Mark in person I quickly realized that he had the knowledge, skills, and abilities to be the Public Works Director. With less than a week in his Superintendent role, he interviewed and was chosen for the position of Public Works Director. Mark is very integrity driven, employee oriented, professional, and has a great sense of humor to lighten up a room. Please join me in welcoming Mark to his new role!”

Carney has an AAS degree in environmental safety and health and has taught as an adjunct instructor for 10 years covering Water Distribution, Water Treatment, and Utility Safety Courses. Carney has worked on both small and large water/wastewater facilities, with notable titles such as Senior Operator, Operations Manager/Co-Owner, Plant Superintendent, Water/Wastewater Treatment Plant Operator and Public Works Supervisor. Mark also brings experience working with large scale projects and has participated in large mock-disaster scenarios with FEMA in Southern California.

Carney stated, “I am excited to be part of a town with such a rich history and I look forward to working for the citizens of Rawlins to exceed their expectations. We have a great team of dedicated people here in Public Works and I look forward to growing strong leaders.”

The Public Works Department was redesigned in January 2021 into the Community Development Department and Public Works Department. This reorganization created a more equal distribution of employees across city departments and allows each Department Head more time to focus on the projects and employees in their divisions. The Public Works Department includes Streets, Utilities, Water Treatment and Engineering.
