[ARCHIVED] COVID-19, Structure of City Council Meetings

May 19, 2020

RE:          COVID-19 and the Structure of City Council Meetings

To the Rawlins Community:

On May 13, 2020, Governor Mark Gordon issued revised Health Orders beginning the process of lifting restrictions related to the COVID-19 pandemic. We at the City have continued to monitor the ever changing requirements of these orders. In compliance of the orders and to allow the public to participate in City Council meetings and still work to maintain the best safety practices to our employees and to the public, the City has made preparations for upcoming City Council meetings based on the current guidelines.

Due to the size of the Rawlins City Council Chambers, we are not able to allow 25 individuals into the chambers while maintaining the 6 feet distancing requirements. We are only able to allow 19 persons, with an additional space for a speaker at the podium, into the chambers during these meetings. The restricted number set will allow the following reserved spaces:

  • 7 – Members of the City Council
  • 3 – City Attorney, City Manager, and City Clerk
  • 2 – Press ( 1 – Daily Times and 1 – Bigfoot 99)
  • 7 – Members of the public
  • 1 – Speaker at the podium

Members of the public are welcome to come speak before the City Council. In the event the seating available to the public is full, any person wishing to speak may notify the City Clerk or City Manager before the meeting and the section you wish to speak. When that section of the agenda is open those wishing to speak will be brought into the chambers in order to speak on the matter.

The City will be also be performing full sanitation practices prior to and following each meeting held in the City Council chambers.

The City of Rawlins is committed to following the orders passed down by the State of Wyoming and State Health Officer and will follow said orders in the event that anything in this plan falls in violation of those orders.

Your elected officials and city staff continue to monitor the situation and any new circumstances will be communicated to our citizens as information becomes available.

Sincerely,

Interim City Manager Dustin Ziebold
