NOTICE OF PUBLIC MEETING
The City of Rawlins, Wyoming, will conduct a public meeting at 7:30 pm, local time, on May 15, 2012, in the City Council Chambers at City Hall, 521 W. Cedar Street. The purpose of the meeting is to allow citizens to review and comment on the following project.
The Proposed project consist of replacing the Municipal Solid Waste (MSW) baler at the Rawlins landfill used to compress bale and bag MSW materials received at the Landfill Transfer Facility. The baler is about 15 years old and has required extensive repairs over the last 3 years. It went down unexpectedly in March of this year. Efforts to repair the Baler have allowed the machine to operate in a manual mode with uneven bale weights. Since then it has been determined that a control rod is bent and must be replaced. The master cylinder has also begun leaking requiring more repairs. Three years ago about $70,000.00 was put into the machine. Recent estimates to replace the guide and other control for the baler are over $50,000.00. Recommendations from the Repairman and other professional observations are to replace the baler at the first opportunity or continue to make extensive repairs to maintain the unit in an operable condition. The unit is critical for the Transfer of Municipal Solid Waste from the Rawlins Landfill to the Casper Regional Landfill.
The City of Rawlins, Wyoming intends to use funds from the Wyoming (Clean Water) State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. The City of Rawlins, Wyoming will present the preliminary design of the proposed project and discuss the estimated cost of the improvements. Based on current estimates, the City of Rawlins, Wyoming plans to borrow $500,000.00 from the Wyoming (Clean Water) State Revolving Loan Fund. Increased tipping fees will repay the loan. The tipping fee increase for MSW was approved on April 3, 2012 increasing the tipping fee for MSW from $90/ton to $120/ton. The loan has terms of 2.5% interest for 20 years, amounting to a annual payment of $32,071.44.
