The agenda and council packet for Rawlins’ City Council’s Tuesday, September 16, 2025 Council Meeting at 6:00 p.m. are available on BoardDocs at https://go.boarddocs.com/wy/rawlins/Board.nsf/goto?open&id=DKCJXV4F5CF7 The public is encouraged to attend or watch the meetings remotely. Council work sessions and meetings are broadcast live and recorded on YouTube at www.rawlinswy.gov/youtube. Meetings are held in the Council Chamber, City Hall, 521 W. Cedar Street.
Council items include:
- Award of a Metal Purchase Bid for the Lawrence Property to Steed Metals - Rock Springs
- Approval of City’s Construction Match of up to $410,000 for the Estimated $3.2M Higley Blvd. Pedestrian Underpass Project
- Approval of MOUs with the Town of Saratoga and Carbon County Sheriff’s Office for Animal Shelter Services
- Approve Landfill Fee Waiver Request for 219 W. Hugus St.
- Approval Catering Permit for Mike’s Big City for “Rumours – A Tribute to Fleetwood Mac” in Sinclair, WY
- Presentation of August Community Builder Award
- Declaration of a Vacancy on the Urban Systems Committee
- Reports from the Discover Carbon County, Rawlins-Carbon County Airport Board, Parks & Recreation Advisory Committee, Acting City Manager and Staff, City Attorney, and City Council
- Approve Agenda, Minutes, Payroll, and Accounts Payable
- Executive Session - per WY Statute 16-4-405(a)(ii &ix). This may include action after the executive session.
NOTE: The Rawlins City Council has a special Council Meeting scheduled for Friday, September 26th at 8:30 am and a special Work Session scheduled for Saturday, September 27th at 11 am.
Regular City Council meetings include opportunities for citizens to communicate with the council. Citizen’s Participation is reserved for items not on the agenda. During agenda items, public comments may be accepted during council discussion. To address the Council, please raise your hand and come to the podium once recognized by the mayor.

Rawlins Regular City Council Meeting times were updated in September 2025. They are now held every first and third Tuesday of each month at 6:00pm. Work sessions are occasionally held afterwards.
