The agenda and council packet for Rawlins’ City Council’s Tuesday, September 2, 2025 Work Session and  Regular Council Meeting at 6:00 p.m. and 7:30 p.m. are available on BoardDocs at https://go.boarddocs.com/wy/rawlins/Board.nsf/goto?open&id=DHQK4S4F113D The public is encouraged to attend or watch the meetings remotely. Council work sessions and meetings are broadcast live and recorded on YouTube at www.rawlinswy.gov/youtube. Meetings are held in the Council Chamber, City Hall, 521 W. Cedar Street. 

Council items include: 

  • Work Session regarding potential development of 26 City-owned properties, mostly vacant 
  • Third and Final Reading to Amend Title 2.04.010 to change Regular Council Meeting times to 6pm 
  • First Reading of an Ordinance to Add/Modify City Definitions of Junk, Junk Yards, Impound, Impound Yards, Salvage Yards, Towing Business, Towing Yards, and Wrecking Yards and Amend Section 19.40.050 Fences 
  • First Reading of Rezoning of Properties in the 1900-2200 block of West Spruce and the 200-400 blocks of 19th and 21st Streets from Residential 7.5 to Commercial C-2
  • Ratification of a Grant by the Rawlins-Carbon County Airport Board to Rehabilitate the Rotating Beacon and Construct Perimeter Fencing 
  • Reports from the Rawlins/Carbon County Airport Board, Rawlins DDA, Acting City Manager and Staff, City Attorney, and City Council 
  • Approve Agenda, Minutes, Payroll, and Accounts Payable 

Regular City Council meetings include opportunities for citizens to communicate with the council. Citizen’s Participation is reserved for items not on the agenda. During agenda items, public comments may be accepted during council discussion. To address the Council, please raise your hand and come to the podium once recognized by the mayor.

These posts are not monitored for content and will not receive a response. To ensure your input is received and considered, please contact Council Members directly or attend the meeting in person to provide public comment. 

Rawlins City Council meetings are held every first and third Tuesday of each month at 7:30p. Work sessions are sometimes held beforehand, typically at 6:00 pm.
