Dear Property Owner,
The City of Rawlins and other water providers across America are participating in a service line inventory at the direction of the U.S. Environmental Protection Agency (EPA). In Wyoming, this survey and follow-up reporting are being done by local water providers, the Wyoming Department of Environmental Quality, and the State Land and Investment Board.
This service line inventory helps protect people’s health from the effects of lead. If you take a quick 5-minute survey, we can quickly determine the likelihood of lead in your privately owned service line. Lead in your drinking water can cause health problems for members of your household, especially if they are pregnant or very young.
We do not have a record of your property’s service line at your address. One way to avoid inspection or excavation is to have you identify the pipe as it enters your home or building, typically in your crawl space or basement (see example photo above). By following the directions to scratch and test the pipe with a magnet, you will likely be able to determine the material type. The survey can be taken via the enclosed paper survey and returned to City Hall, or by visiting www.wyriskit.com. When you take the survey, please bring a coin and a magnet to your service line. Please take the survey by October 13th to prevent the mandatory follow-up the EPA requires.
All locations where the city does not know the material must be treated as if they were made of lead until shown otherwise. This may include requirements to verify materials at homes, city excavations, replacement schedules, or more. The EPA has not yet released the final Lead & Copper Rule Improvements to finalize the water providers' responsibilities. Most service lines in Rawlins are NOT lead, so taking the survey will limit requirements for your property by the EPA.
