Update as of 1:00 pm 3/12/22:

Sorry we missed yesterday! We were distracted by a busy council meeting coming up, and you can review the full packet for any council meeting, including Tuesdays, at rawlinswy.org/boarddocs! We will continue to update on our water storage regularly until we have a good grasp on storage both in town tanks and at our reservoirs. 

As for the water, our tanks do continue to rise. Thank you to everyone who has worked so hard! Most excitedly, our tank farm has risen almost a full foot! As these are gigantic tanks, that is a good amount of water in storage. As we are now unlikely to experience another low-pressure event soon, personal and business life can mostly be back to normal. However, we are still asking people to take water conservation seriously

This will help get more water into Peaking Reservoir, both for summer use or for use during issues that may arise as repairs are made. For this reason, please conserve water, especially by: 

  • taking short showers 
  • washing dishes with the least amount of water possible (dishwashers only when full) 
  • normal flushing 
  • washing laundry using a shorter cycle and correct size 
  • always turn off the faucet when not using the water,  such as washing hands, dishes, produce, or brushing teeth
  • If you cannot keep pipes warm, leave a slow water drip during freezing events. Burst pipes often waste more water.

Please note: all unused spring water will be stored for the summer or in case of problems. So please use water as necessary, but not more than needed. There are tons of great tips online, including a list at wyowater.com/conservation-tips

Update as of 8:00 pm 3/10/22:

Tank levels have continued to rise throughout the day. We appreciate everyone’s work to limit use. Normally at this time of year, we have significant storage in our reservoirs that help provide water for irrigation. They have not been filled with spring water since December, as we have been making repairs to our 32-mile spring pipeline.  We will also be working to gain reservoir storage soon. 

A big thank you to everyone in our communities of Rawlins and Sinclair for handling the significant power outages today during freezing temperatures and limited water use.  The City of Rawlins Utility team was not called to respond to any breaks today - thank you for letting your pipes drip as necessary! Burst pipes often waste more water, and of course, also cause damage to public and personal property. We appreciate everyone’s efforts.

Update as of 3/9/22 at 6:00pm:

Our tanks continued to fill overnight, despite the required flushing to clear pipes after the boil water advisory ended. However, we are not in the clear yet. We will remain on limited water use though at least Friday to help get our tanks and reservoirs returned to normal status for this time of year. We still have fragile infrastructure and want to protect our community from another low-pressure situation if possible. 

Limited water use includes:

  • Maximum 1 load of laundry per day per family, only necessary items 
  • Washing dishes, please conserve water as much as possible

The Department of Agriculture Health Inspector has inspected and reopened every business who was ready in less than 24 hours. This was accomplished through the tireless efforts of our local inspector, who also brought in additional assistance to help meet our community’s needs. Except for inspection requests that came in at 10pm or later, no business had to wait more than about an hour. Thank you to the team for all their efforts!  


For employees who could not work due to the Boil Water Advisory, the Unemployment Office out of Casper MAY have funding for unemployment. For more details, please visit the Rawlins Workforce Center at 1703 Edinburgh Street or call 307-324-3485. The City of Rawlins and Carbon County Coordination Center (C4) are also researching and pursuing grant options to help fund local businesses who had to close due to the boil water advisory.

Update as of 3/8/22 2:30 PM:

Limited water use continues for the communities of Rawlins and Sinclair. Limited water use was first approved by Rawlins Public Works Sunday afternoon, and the tanks have continued to gain throughout the last two days. Monday evening our tanks were at 30% of storage capacity, and as of early Tuesday afternoon our tanks are now at 38%. Please plan on remaining on limited water use through at least Friday 3/11/22.

Limited water use:

  • Following all “Steps To Follow After Boil Water Advisory Has Ended” (see below)
  • Normal flushing
  • Short showers as necessary
  • Maximum 1 load of laundry per day per family, only necessary items
  • Washing dishes

Most excitingly, our boil water advisory has been lifted by the State of Wyoming EPA! However, before using any water, please make sure to check out our tips regarding necessary flushing of systems, cleaning of filters, and more at www.rawlinswy.org/water. These documents are also available in printed versions at Rawlins City Hall, the Carbon Building, Sinclair Town Hall, Carbon County Library, Rawlins Public Works, City Market, Family Dollar, and Walmart. All restaurants must receive approval from the Wyoming Department of Agriculture to reopen.

Early Thursday morning, Rawlins Public Works was notified of a break on the 6” main between Taco Johns and Bomgaars. Our tanks were already low due to maintenance or the 32-mile steel pipeline. This was a full circle break, unfortunately on one of the few lines where we have not identified the shut-off valve. This break flowed for over 7 hours. There was also a small leak at the Wyoming State Penitentiary (WSP), as well as two additional leaks in the community. Now that Rawlins Public Works had an opportunity to review relevant data, we have determined that the WSP leak was NOT a major factor in this event. The City of Rawlins apologizes for any implication of responsibility on the part of the WSP and wants to thank them for their partnership during this event.

Limited water use continues for the communities of Rawlins and Sinclair! Limited water use was first approved by Rawlins Public Works Sunday afternoon, and the tanks have continued to gain throughout the day. Yesterday evening our tanks were at about 25% of storage capacity, and this evening we are at 30% of storage capacity. Please plan on remaining on limited water use through at least Friday 3/11/22. Low pressure in water distribution systems led to the current boil water advisory. It is imperative to keep water in our tanks so low-pressure does not reoccur.

Limited water use is limited to:

  • Normal flushing
  • Short showers as necessary
  • Maximum 1 load of laundry per day per family, only necessary items
  • Washing dishes – see boil water advisory guidelines for handwashing and dishwasher requirements 
  • If you cannot keep pipes warm, leave a slow water drip during freezing events. Burst pipes often waste more water. 

We remain under a boil water advisory. Remember to use bottled or boiled (3 full minutes) for drinking and food preparation. Bottled water is available at the Fairgrounds Multiplex from 7 am-7 pm Tuesday. When bathing, be careful not to swallow any water. The first of two mandatory water samples were sent for testing yesterday. Results of the first set were received this afternoon as negative for contaminants. The second mandatory set was sent today. After the testing is received, the City will submit the tests to the EPA for approval to lift the boil water advisory. 

When the boil water advisory is lifted, precautions should be taken by individuals and businesses before resuming normal water use. Further details on these precautions will be posted to www.rawlinswy.org/water once the boil water advisory is lifted. 

All restaurants must remain closed through the boil water advisory and receive approval from the Wyoming Department of Agriculture to reopen.

Update as of 3/6/22 2:30pm:

Limited water use is approved for the communities of Rawlins and Sinclair! Boil water advisory still in effect. Plan on both restrictions to be in effect through Wednesday.

We only reached this level through the support of our community by conserving water and the hard work by our on-the-ground and incident response teams.

We remain under a boil water advisory. Remember to use bottled or boiled (3 full minutes) for drinking and food preparation. Free bottled water can be obtained at the Fairgrounds Multiplex Building from 7am-7pm Sunday, Monday and Tuesday. When bathing, be careful not to swallow any water. The City of Rawlins is monitoring in and out of town water pipelines, and no leaks or other issues have occurred since Friday.

 Also, before the boil water advisory can be lifted, our water supply must pass two days of mandatory testing. Our first set of water samples was sent via the Wyoming Highway Patrol to the Wyoming Public Health Laboratory for testing after hours on Sunday. All restaurants must remain closed through the boil water notice and receive approval from WDA to reopen.

Our tank levels are rising currently, but they are still low. We will remain on limited water use until our Public Works team deems that we are in the clear. It is imperative to keep water in our tanks for our schools and daycare centers to stay open.

 One of the first actions taken by the Carbon County Coordination Center(C4) was to work with the Wyoming Highway Patrol to modify the rolling closures protocol to ensure no travelers would be stranded for this event. Preparations were also made to open an emergency shelter.

The finish line MAY be in sight!

  1. If people keep conserving water and no issues arise on the spring line, we are hopeful for LIMITED water use resuming by mid-day Sunday. LIMITED water use would look like 1 short shower per person/limited dishes.
  2. As pressure returns to the lines around town, there could be two major side effects.
    • In-town water lines will be under additional stress. We are monitoring pipelines around the clock. We can use your help! If you see any unexpected water on the street that indicates a water break, please call us at 307-328-7777 with information on the specific location.  
    • Water filters and softeners may be clogged. If you do not have water at your house, please check your water filters/softeners. Please hit bypass on the unit(s). If you still do not have water, please call C4: Call Center at 307-328-7777 with your name, address, and phone number. Public Works will get back to you within 24 hours.
  3. The C4: Call Center line is answered around the clock thanks to the Rawlins PD Dispatch helping with calls overnight.
  4. Fairgrounds Water Distribution Update – Bottled water distribution hours have been set for Sunday-Tuesday from 7am-7pm in the Multiplex. Drinkable Well water is available around the clock near the Horse Barn - please bring your own container.

Update as of 9:15 PM March 4, 2022:

Now is NOT the time for showering/bathing, laundry, and washing dishes with City Tap Water. Please allow "yellow to mellow" and use well water/non-drinking water for flushing, bathing, etc. 
If needed, you can pick up water around the clock from the Fairground well water spigots for these additional purposes. 
We need to restore proper storage levels as soon as possible. When this happens, we can begin the mandatory testing to lift the boil water advisory. This is a 3+ day process to guarantee water safety.


Black Hills Energy Offers Safety Tips for Hot Water Appliances During Water Outage

Black Hills Energy’s team of technicians in the Rawlins and Sinclair areas are prepared to respond to our customers’ needs during the ongoing water outage. We offer the following safety tips regarding the use of hot water heaters and boilers during this time.

1. If you are in an area affected by the water outage, turn your water heater/and or boiler gas valve to the off position. This will benefit the appliance function when water is restored.

2. Minimize the use of remaining hot water. It is extremely important that the hot water heater and boiler unit tanks do not empty out completely. This could result in equipment failure.

3. Customers needing assistance turning water heaters or boiler units off, may contact Black Hills Energy’s call center at: 888-890-5554 to schedule a technician visit.

Updates as of 12:30 PM March 4, 2022:

We remain under a boil water advisory. This is expected to stay through midweek, likely around Wednesday, March 9th.  As of this time, water supplies have been restocked at the Fairgrounds and local businesses.  

DO NOT DRINK ANY TAP WATER WITHOUT BOILING IT FIRST. Bring all water to a rolling boil for at least (3) three minutes, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water. 

If your household does have water, please continue to conserve water. We estimate that around 30% of Rawlins is still without water in their taps. This means use water from the tap only for drinking, teeth brushing, and other critical needs ONCE BOILED. 

The sacrifices of our citizens and those in Sinclair are showing through the slow rise of water in our tanks. With the communities’ efforts, we hope to see this continue. So that residents can track the progress we are making, we will post water tank levels four times daily at rawlinswy.org/water  

Now is NOT the time for showering, laundry, flushing and washing dishes. If needed, you can pick up water from the Fairgrounds well water spigots around the clock for these additional purposes. 


Tap water and bottled water are to be reserved for drinking and critical needs. 

Once all tanks have adequate water and can maintain the required pressure, we can begin the mandatory testing to lift the boil water advisory. This is a 3+ day process to guarantee clean water before the advisory can be lifted.  

At this point, we are hopeful that water from the Sage Creek Springs Basin 32 miles south of the treatment plant will move through the gravity fed system, reach the treatment plant, be treated, and begin to be stored in the tanks by the end of the weekend. Every drop conserved by the public helps fill the tanks sooner. 

Where can I get safe water? 

  • If you are in need of bottled water and can pick it up yourself, the Carbon County Fairgrounds Multiplex is open from 7am to 7pm both Saturday and Sunday 3/4 and 3/5/22. Due to limited stock, bottles are being distributed based on household size. 
  • At anytime of day, the Fairgrounds also has well water available for filling your own container. This water is available at any spigot at the big red new Horse Barn. We encourage the public to use this water for non-urgent uses, such as dishwashing and bathing. 
  • At anytime of day, if you are homebound and need water delivered, call the C4 (Carbon County Emergency Management) Call Center at 307-328-7777.
  • For livestock, the C4 Emergency Response Center and the Rawlins Fire Department have dropped two portable water tanks to the Glenn Edition for large livestock. One had been discontinued due to cold weather concerns. There is still one available that is equipped with a tank heater. This is filled with drinking water that is safe for livestock. Please bring your own bucket or other device to carry the water to your lot. (map removed as of 3/6/22)

The Carbon County Coordination Center (C4) and City of Rawlins are grateful to the Department of Ag for their ongoing efforts to help keep our community safe. Although we are all frustrated by the impacts to residents, restaurants, schools, and businesses, it is necessary to follow the boil water advisory and other regulations.   • The Fairgrounds are open with bottled drinking water available until 10pm tonight and will reopen on Friday morning at 7 am. Thanks to the Church of Jesus Christ of Latter-Day Saints for the generous donations of water driven from Salt Lake City, and Rawlins Search and Rescue Volunteers to distribute. Thanks to Carbon County Road and Bridge & Mike’s Big City Bar and Grill for also providing water immediately this afternoon.
  • The C4 Emergency Response Center and the Rawlins Fire Department have dropped two portable water tanks to the Glenn Edition for large livestock. One had been discontinued due to cold weather concerns. There is still one available that is equipped with a tank heater. This is filled with drinking water that is safe for livestock.   • If your water heater has emptied, please turn off your pilot light as a fire safety measure. At this point, all fire trucks have water on board to respond to emergencies. 
  • City Manager Shawn Metcalf, City Engineer Austin Gilbert, and Community Relations Mira Miller sat down with Jim O’Riley and Cali O’Hare of Bigfoot 99 for a live interview about the situation at 5:30pm.   • Food Service Establishments have been closed per Department of Agriculture guidelines due to the boil water notice. As with individuals, businesses can get drinking water from the well at the fairgrounds for their use. Please reserve bottled water for drinking.
  • Thanks to the whole community for their efforts. Stories are continuing to emerge about neighbors helping neighbors, and all citizens who has called the C4 Call Center have been very understanding. This incident has shown what a resilient and wonderful community we are all blessed to live in.

Updates as of 12:45 PM March 3, 2022:

  • Potable, drinking water is being brought in by the LDS Church from Salt Lake City, Town of Saratoga and Carbon County Road and Bridge. If you do not have water stored for drinking purposes, please call 307-328-7777 to be placed on the list for later distribution. 
  • Non-potable water is being brought by Homeland Security, Rawlins Parks & Recreation, Town of Saratoga, and the Wyoming Department of Transportation. Due to our extensive water rights and trucks with tanks, we do have non-potable water available locally also. 
  • Schools released early. You can see their information  at https://www.crb1.net/.

Updates as of 11:00 AM March 3, 2022:

  • The C4 Emergency Center has been activated and is working to obtain additional drinking and non-potable water for our community from outside resources, such as Red Cross.
  • City Fire trucks have full water tanks for firefighting purposes. Raw water is also being provided to the hospital, nursing home and other critical areas for toilet flushing.   
  • *Per city ordinance Title 13.10, the City Manager has designated employees from Public Works to enforce excess water usage at the Level D water restrictions.

DRINKING WATER/BOIL WATER WARNING - BOIL WATER ADVISORY

ACTIVE: This was active from Thursday, March 3rd at 3:20 pm through Tuesday, March 8th at 2:30 pm*

BOIL YOUR WATER FOR THREE MINUTES BEFORE USING

  • The City of Rawlins water system entered restricted use and a boil water notice on 3-3-2022 due to three problems at the same time – reduced flow into town from the springs, in town-water breaks which depleted our tanks quicker than normal, and the water treatment plant experiencing lower than normal water intake. 
  • This led to a loss of pressure in the distribution system, which may cause backpressure, backsiphonage, or a net movement of water from outside the pipe to the inside through cracks, breaks, or joints in the distribution system that are common in all water systems. Such a system failure carries with it a high potential that fecal contamination or other disease-causing organisms could enter the distribution system. These conditions may pose an imminent and substantial health endangerment to persons served by the system.

What should I do?

  • DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a rolling boil for at least (3) three minutes, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water. ALL STORED WATER, DRINK OR ICE MADE RECENTLY FROM THIS SUPPLY SHALL BE DISCARDED.
  • Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as diarrhea, cramps, nausea, headaches, or other symptoms. They may pose a special health risk for infants, young children, some of the elderly and people with severely compromised immune systems.
  • The symptoms above are not caused only by organisms in drinking water. If you experience any of these symptoms and they persist, you may want to seek medical advice. People at increased risk should seek advice about drinking water from their health care providers.

How will I know when to stop boiling water?

What can I do to help?

There are four main things you can do to help:

  • Boil water for drinking. Conserve water and use only for emergencies and for drinking. 
  • Check on your neighbors, especially the vulnerable or those who may need childcare. 
  • If see unexpected water on the street that indicates a water break, please call us at 307-328-7777. 
  • Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

What about fire protection and health providers? 

  • City Fire trucks have full water tanks for firefighting purposes. 
  • Raw water is also being provided to the hospital, nursing home and other critical areas for toilet flushing.

Other important notices

*Per city ordinance Title 13.10, the City Manager has designated employees from Public Works to enforce excess water usage at the Level D water restrictions. 

*Level D Water Restrictions Title 13.10  rawlinswy.org/code 

1. All outside irrigation is prohibited.
2. Outside car washing and using water to clean driveways and sidewalks prohibited.
3. Flyers go out to all users to encourage water saving devices such as low-flow toilets, low flow showerheads, etc.
4. City may refuse to turn on individual sprinkler systems or turns them off if they are on.
5. Any consumer or other person violating any provisions of section 13.10.010 shall first be issued a warning citation by a designated official with Public Works.
6. Any consumer or other person violating any of the provisions of section 13.10.010 upon first conviction, may be punished by a minimum fine of not less than Two Hundred Fifty Dollars ($250.00); upon a second and each subsequent conviction of such consumer or other person for a violation of any of said provisions that occurred during the Effective Period of this level of conservation, such consumer or other person may be punished by a fine of not less than five hundred dollars ($500.00); upon a third and each subsequent conviction of such consumer or other person for a violation of any of said provisions, during the Effective Period of this level of conservation, in addition to such minimum fine, the city may install a flow restrictor device on the applicable water service pipe for the duration of the conservation period, to limit water use to health and sanitary purposes only. The City shall designate an enforcement officer from Public Works to issue citations to the offending customer.
